The mad dictator Vega seeks nothing less than total world domination. Ruthless, cruel, and brutal, Vega's ambitions are second only to his might. He is fuelled by raw evil and empowered by a spiritual force known as the Psycho Power, which grants him tremendous psychic and martial abilities at the cost of his positive emotions. Vega's tools for world domination are numerous and potent, including his infamous Dolls, his Heavenly Kings, and his world-spanning criminal empire Shadowlaw. Of course, just as numerous and potent as his tools are his flaws. Possessed of a warrior's pride, a god's ego, and a devil's fury, there is nothing about the Dictator that can be called 'subtle'. His pride in his strength can, and has, jeopardized operations. Like the devil he equates himself to, his urge to corrupt and consume leads him to lend strength to those who don't have his best interests at heart. Fortunately, this lack of subtlety extends to all aspects of his personality, not merely his flaws. Vega projects at all times a refined, commanding, gentlemanly air, wearing his charisma like a mask. When the mask slips, however...










PRIDE OF A GREAT WARRIOR: Vega is a martial artist first and foremost. His goal of world domination is second to his pride as a warrior and his desire to be the strongest across all of history. He doesn't ignore a challenge from a worthy foe, especially if that foe happens to be stronger than he is, even if he's on the cusp of his ultimate triumph. Indeed, even those who are simply daring enough to push against him may draw his attention away from more tactical concerns. He indulges in this fantasy of warrior's honor quite often, even lowering himself to match his opponent rather than expend his full force against them. His desire to be the greatest of all warriors can often distract him from his other goals, and can get in the way of his effectiveness on missions.

THE DEVIL'S IN THE DETAILS: Vega's ambitions are without limit, and, like many such individuals, he greatly enjoys seeing others attempt to reach his heights and fail. Vega's nature as a creature of Evil urges him to corrupt others in order to watch their self-destruction. Like Faustus's Mephistopheles, like the classical Satan, Vega will sneak his tendrils into the ears of those who seek power and offer it to them - even if their desires are not in any way beneficial to him, and, in fact, may harm him in the long run.

A TASTE FOR THE FINER THINGS: The Dictator would be nothing but a Conqueror if he could not enjoy the pleasures of the world. Vega appreciates fine art, fine music, fine women, fine food, fine drink, and the pain of those weaker than himself, not necessarily in that order. An appropriate offering of such things is able to sway Vega occasionally, leaving him open to cunning traps and tricks.

LITERALLY A BEING OF PURE EVIL: In order to master Psycho Power, the Dictator has systematically sliced away all the advantages of goodness and light that come with being human. As an entity that exemplifies pure Evil, Vega feels no positive emotions, and is literally incapable of understanding things like "love" and "affection" except in terms of weakness, especially where they might offer advantages to others.

SUBTLETY IS A TOOL OF THE WEAK: Vega cannot hide his presence. He is about as subtle as a bomb. A loud, showy, and expressive fighter, Vega sees subtlety as a tool for people who aren't Vega, and doesn't really do much in the way of personal stealth missions or secrecy. It could be argued that he's a showman; most people would just say that Vega is bad at sneaking. Either way, Vega cannot hide his power from those who have the ability to detect it, which can actually be troublesome if something requires a degree of delicacy and not screamingly obvious evil.

ROSE: Vega's literal other half, Rose is the expression of his goodness given physical form. Wielding Soul Power, a kinder alternative to Pyscho Power strengthened by kindness and goodness, Rose is dedicated to taking Vega down wherever she can. She will frequently appear to offer assistance to Vega's enemies, working from behind the scenes to empower heroes to face and defeat him or throw a wrench into his plans. (Rose's PL is 33, but her primary existence as a flaw is her knowledge of Vega's plans and schemes.)
