Nagato has posed:
Another three losses under the Fleet Daughers belt and with all the help that the Union has offered and done, Nagato trails along to the Arsenal. Filled with boxes of ammo, turrets of various sizes, torpedo racks and the equient fairies that make sure everything is organized. Nagato sighs, looking at everything in front of her, a fist slamming into the door's frame... "Damnit. I can't keep having these losses under my belt. First we lost Kongou... almost lost Kuma twice... Atago was badly injured."

The Admiral gives a heavy sigh, "What am I doing wrong... where in my trainings am I failing... Are the daughters losing confidence in me? What of the Union..." a look to the roof and a sigh, "Musashi, what would you say." If Reiji's there or not, Nagato is not paying attention.

Reiji Arisu has posed:
Reiji is no ninja. Such things are outside the realm of his expertise. But, if someone isn't looking for him- and if they can't pick up on his rather 'loud' spiritual presence- then it's not too difficult for him to go overlooked. After all, he is, outside of his talents, but an ordinary man.

It seems he's arrived early today. His personal arsenal rests against his legs. His arms are crossed over his chest, and he leans casually on the enormous metal doorframe- opposite to where Nagato had decided to vent her frustrations, it seems.

"You're too hard on yourself," he says as he fiddles with one of his many lighters. There's no smoke, right now, only the soft click and snap of a zippo opening and shutting. "Losses are expected in combat. Minimizing them is the task of the commander. So far, you've only had one true combat-loss, all others have been recovered, and Kongou was rescued in the end."

"Don't lose your head," he advises. Reiji flicks his thumb, snapping the zippo shut one last time before shoving it into a pocket on his armored coat, "If you let a few setbacks shake you, your ability as a leader will only suffer."

Nagato has posed:
"That would be exactly what she would say." Nagato says, looking across the way. "I am trying but their actions reflect on me. I can't have much more failure. I am not sure what the Union will do if we keep underperforming." She shakes her head, "Let us move on and discuss upgrading the fleet..."

Reiji Arisu has posed:
"If you say so," Reiji replies with a shrug, pushing away from the doorframe, "I think you may be worrying a bit much. Especially since your girls may be in someone else's crosshairs." He leans over a bit and picks up a small, metal briefcase from where he had placed it atop a nearby crate. "Anyway, business."

Armed with his Important Documents, Reiji moves further into the armory, and eventually finds a place to sit near another crate. One that seems to be doubling as a table. "I couldn't convince the JSDF to hand over anything absolutely cutting edge," he explains, popping open the latches on the briefcase, "But they weren't opposed to parting with less advanced tech. I think it may still be an improvement over some of your existing weapons, though."

Nagato has posed:
Nagato gives a light nod. "Perhaps you're right, Reiji." she concedes, the Admiral moving over to follow the 'Important Buisness' briefcase and its holder to the now makeshift table. "I still cannot help but worry about my Daughters. Having them sink is not a great feeling to have." she gives a look over the documents when the case is opened and papers spread out.

"I see, your JSDF will have my gratitude either way." she gives the documents a scan over, all the tech shown is, compared to what she's using now, pretty high tech. "If you say this is less advanced technology... I'm afraid to see what your cutting edge items are, Reiji. As for how we do this, what is it that you need from me and my stores. My armory is open."

Reiji Arisu has posed:
"That's a feeling all commanders learn to live with, I'm told," the Exorcist says with a grimace. He breathes a long sigh, "But you must also be able to trust their abilities, and to work to ensure their work has meaning."

His eyes flicker up from the documents to the Admiral. Fingers knit into a steepled nest over the bridge of his nose. "One of the stipulations on the exchage," Reiji replies, "Is that the Fleet conduct reconnaissance and intelligence gathering on behalf of the Shinra Organization, as well as to serve as naval escort in case it becomes necessary." He sets his hands back on the table, still knit together, "Furthermore, the organization also wants to study a 'live' Abyssal Symbiote if one can be acquired."

"Lastly, they'd like some of the girls to meet with some of the sailors in the JSDF," he says with a shrug, "To build morale. Also possibly raise funds."

Nagato has posed:
Nagato gives a nod, listening to the requests. "Recon and intelligence gathering will be doable. I have a fleet of ships I can have assigned to active duty under Shinra on the condition that I am still their Admiral." a pause at the second request, giving a hmm... "I will do my best to acquire one, however, I'm not sure I'll be able to. I'll see if we can't down an I-Class submarine, that should do your orginzation proper for payment and study." another pause is given... and a nod, "I have the perfect girl to send for the morale building. She's the Fleet's Idol."

Nagato looks at the blueprints some more, giving a light nod, "I'm honestly hoping this will help in our fight against non abyssal fleets... And them in general."

Reiji Arisu has posed:
"Just be sure to make it count, and keep it discrete," Reiji cautions, leaning back on his folding chair. "Once they know you've got this stuff, I doubt it'll take them long to escalate themselves. When that happens, you've got an arms race on your hads."

He gives her a bit of a look, too, "Right, I think I heard you mention that idol singer of yours. I'm sure she'll do fine."

Nagato has posed:
"Discrretion is the better part of valor. And I don't need an arms race with the Abyssal Fleet. It'll be used for emergency use for now." a pause, "And for now, I would like only my turrets upgraded, I don't wish this to backfire on the other girls and immobilize them or leave them more dfenseless."

She turns to pull a peice of paper from somewhere, "Deployment orders for Naka. She'll deploy for you for these events."

Reiji Arisu has posed:
"Understood," Reiji says with a nod, folding the orders into a neat rectangle, and securing them in one of his many pockets, "Hope it works out for you. I assume you have the facilities to build them?"

He nods, then. "I'll keep you abreast of when they're planning to host the event," Reiji says, "Should be pretty interesting, I think."

Nagato has posed:
Nagato gives a nod, "I should, if not I have plenty of space to get things built for you. I will spare any inch of this hangar for you if you require it and the equipment fairies are quite reliable." she gives a brief nod, "I do hope this works out for me as well and I look forward to the event, I always enjoy seeing Naka-chan perform for the fleet, it really lifts everyones spirits."

Reiji Arisu has posed:
"Hopefully Shinra won't need anything on the scale of a battleship," Reiji chuckles, though there's a possibility that they may in fact require one... sometime. Who knows? "Let me know if the equipment doesn't function properly. It may be a spiritual issue. We'll see."
