Guest Psyber     As with most of his meetings, regardless of weather or time of day, Psyber likes to meet down by the pier and away from most prying eyes. Plus, for a guy who spends a lot of time deliberately projecting a noir image, the docks are a natural meeting place.

That's why Psyber's meeting point for Reiji is in a quiet area of the docks that is fairly away from most foot traffic, but still decently public so as to give Psyber some good vantage points to see people coming. It would be hard to sneak up on people meeting here.

He's waiting, though. Leaning against one of the railings and smoking.
Reiji Arisu     When Reiji is not out hunting those dark things that haunt the darkness in the corner of eye, he actually dresses... Well, still pretty nicely, honestly. Button-down shirts and dark pants, and a light jacket that conceals his holdout pistol quite well. It's a matter of habit, bringing it around now.

Not that he intends to use it, but still.

The exorcist arrives in a timely fashion, making his way down towards the docks. He takes a moment to have a look around, before locating Psyber along the waterside. Reiji gives a shrug, and makes his way over. "Nice weather this evening," he says, "A lot warmer than it was last week."
Guest Psyber     "The weather is finally milding out," Psyber says in response to it, then says cryptically, "But a storm is brewing underneath, I think. I might be wrong, though."

"Thanks for coming," He notes, tilting his head and looking over at Reiji. Psyber isn't dressed TOO dissimilar: Long coat, button-up shirt, slacks. The kind of thing you'd expect a private investigator or police detective to wear. He coughs a bit and then tosses his cigarette into the water.

"I wanted to talk to you about some stuff. But the opening part I wanted to ask is this: How are you feeling after last week?" He snaps his fingers, "Oh right, you can bring that mirror by the office any time now. I know how to dispose of the energy."
Reiji Arisu     "Alright, I can bring it down later," Reiji says with a shrug, "I figured it wouldn't take too long, all things considered." Not that he's about to suggest why, to avoid risking spontaneous Nathan rage. If that lady was even involved, that is. "As for last week, don't worry too much about it," he pulls a cigarette from one of the pouches on his jacket and takes it at the corner of his mouth, "Not the first time I've dealt with shit like that."

A lighter clicks once, twice, before igniting the tip of his cigarette. "But I don't think you asked me down here just to talk about my feelings," his gaze flickers over towards Psyber. "Sounds like you're worried about the weather."
Guest Psyber     Psyber shakes his head, "Not the literal weather. A metaphorical weather."

"I'll cut to the chase," Psyber says, looking towards the exorcist, "I was unhappy with how last week went down. I could tell you were too. You made me promise not to keep you in the dark, so."

Psyber sighs, "There's a small group of us that are circumventing Nathan to cooperate with the Feds. Get these Sealings worked on together, openly exchange information, really actually try to get work done. If Nate found out, most of the blame would fall on me to shield you all acting under my orders, but."

Psyber takes out another cigarette and lights it, "I wanna know if you want in. Or if you want to walk away and just pretend you never heard about this."
Reiji Arisu     "I wasn't exactly talking about sunshine and moon phases either," Reiji says with a slight smirk. He breathes small puffs of smoke as Psyber goes on and more of his cigarette is swallowed up by the encroaching cinders. "Ordinarily, I'd be opposed to keeping allied powers out of the loop," he says, tapping away accumulating ash, "But this situation is sort of extraordinary, isn't it?"

"I've got no quarrel with the Feds personally. If it'll keep more people out of the line of fire, I've got no problems with this under-the-table thing," he goes on, taking another draw of his cigarette. "But, Psyber, this'll come to a head sometime. Nathan will probably find out sooner or later. And the guy is kind of high up on the food chain, despite his issues."

Reiji's gaze falls across the gently rolling waves and the dock-lamps playing upon them. "This is kind of a big deal," he asks, "You sure about this? That we aren't playing into someone's hands?"
Guest Psyber     Psyber sighs a bit, taking a drag from the cigarette and then exhaling, "Nathan is not a bad person. He is, in fact, one of my best friends. He is simply blinded by an obsession. I trust him in most other avenues and issues, you're just seeing him at a bad time," The half-angel notes, somewhat apologizing for Nathan's behavior.

"That said, yes. He is very high up. That is why much of this plan is carefully constructed such that, when it comes to a head and is revealed in its existence, I will take the blame in an official capacity. I will either be coercing, convincing, or ordering people, making myself responsible."

To the last point, Psyber hmms, "We are likely playing into someone's hands. Very likely Elliana's. But at the same time, I choose to believe that her hand is clean for the moment and that she won't betray me. She wants to save Terra Majora, and I think she's finally on the right path for doing it."
Reiji Arisu     "I figured. He does seem kind of..." Reiji takes a contemplative draw of his cigarette. "Awkward around people. In general. That seems to be to his detriment." Something of an understatement, maybe- but Reiji isn't one to exaggerate.

"I don't think that's too wise, either," he eyes Psyber. "From a strictly strategic point of view. You might want to have this go further up if you can," and if not, they'll make do with whatever they can manage.

"Otherwise," he concludes, "You know this situation better than I do. If you think that we can trust her on this one, then I've got no objections. Just let me know wherever you need me to go."
Guest Psyber     "Not the wisest, but not the stupidest. We don't have a Field Marshal, so I can't plead above him. Paarthurnax will lack context, so I can't plead to his peer. This option has the least chance of Nathan being able to rationalize his actions and impede the process with red tape," Psyber explains, pausing a moment, "That is why it got this bad. Nathan can talk his point in ways that will make him look right while being wrong. I cannot do this, so I cannot risk High Command finding out. I will simply bear the punishment as is necessary."

"This is, however, why I chose to fill you in and allow you to tell your operations team at your discretion," He notes with a bit of finality to his stance, "I wanted to avoid leaks, I didn't know if you were even going to be on board."

"I'll give you the black ops cross-frequency channel. You can tune in and it's where some coordination will happen where Nathan can't see."
Reiji Arisu     "As long as you can convince yourself that you're right, anything is possible, huh?" Reiji takes another draw on his cigarette, before grinding the stub out under his heel. "Well, that's his problem, I suppose. Maybe digging himself out of his own hole will help him with this whole 'perspective' thing."

Reiji hopes. He's not sure how likely that is, though.

"I'll probably let Xiaomu know, at least," Reiji leans over onto the railing, "Kenji, maybe if I need to bring him in on an op." He breathes a sigh, "Not that I don't trust him, but I want to make sure he can live as normal of a life as possible, you know?"

"I'll check in on the frequency later," he says, "I assume it's being shared with our Feddie counterparts?"
Guest Psyber     "That is the principle that Nathan uses to justify his actions, yes. So long as he can win the hypothetical argument, what he did was correct," Psyber notes, flicking his own cigarette into the water again. He exhales one more time.

"Xiaomu I figured was a given. She's a bright lady and your partner. Kenji seems new to it all, I wouldn't want to drag him into something like this that could have repurcussions. Not unless necessary," Psyber lets his hands fall to his pockets and then shuts his eyes to take another deep breath.

"Yeah. The Feds are gonna be on it. The big movers, anyway." He assures Reiji, "But alright, that was pretty much the reason I asked you here."
Reiji Arisu     "Understood," Reiji says with a nod as he leans away from the beam. "So keep the absolutely integral stuff off the channel. Easily done."

Reiji gives Psyber another look, "Oh. I should tell you before it comes up. The Admiral might have some new equipment soon, if everything goes well. Hopefully it'll be able to prevent another one of those Lute-incidents from turning up."

He turns away then, "If that's it, I'll go get the mirror and bring it down. Let me know if anything else comes up."
