"The Multiverse belongs to the truly exceptional."
The Concord, at its most fundamental, is by Elites and for Elites. Established in the chaos following the A.U. 26 collapse of the Ascendancy and the Union, its founding members were Priscilla and Yuuki Kuran, who found the powers that had self-destructed under their own weight to be stifling, oppressive, and ultimately ineffectual. They came together with remnants of the Ascendancy's constituent states and clusters of newly-unified worlds -- called the United Legacy of Multiversal Prosperity (or simply "the Legacy"), who made them an offer: They would package remnants of the Ascendancy's assets and hand them over with the caveat that the resultant organization would shield them from outside catastrophes and leave them to self-govern in peace.
Unlike the organizations that preceded it, the Concord doesn't govern, doesn't have a standing military (though it does have internal security forces and a robust logistics network), isn't interested in holding territory, and has almost zero oversight. Their responsibility is to respond to threats to the Legacy's self-governance and, from there, to do as they please with the massive bribe sent their way.
More than any other organization in Sector Zero, the Concord emphasizes that Elites solve the problems and should reap proportionate rewards, while also asserting that a normal person's idea of proportional rewards also stops short of even something as basic as 'never having to work a day job again', and that that's truly ridiculous low-balling. It's insane to put such a low price on miracles like resurrection, immortality, or just the ability to single-handedly repel armies. There is also a certain slant towards beings with monstrous properties; the founders are, after all, an immortal half-dragon and vampire respectively, and they're more than a little accommodating of similar entities-- as well as concepts like corporeal eternal life in general.
Joining the Concord is simple, and occurs in one of a few conceivable ways:
The actual operational behavior of the Concord is simple: They seek out investments, and try to play the angles. They want to cultivate more family members, and they want to establish good business relationships with worlds.
One of the very few formal membership rules of the Concord is that while members are free to get into open conflict and even violence with other members, members do not kill members. Having somebody on every side of a potential conflict that the Concord wants a piece of means that they almost always have a positive hand in the final outcome, and whoever planned better obviously must have had the better approach. This doesn't mean the Concord is always playing all sides-- sometimes they've only got one angle. But one of their core desires is to be more flexible than their predecessors, which usually formed a consensus and then threatened with death anyone who didn't fall in line.
Their moral flexibility and absence of oversight also makes them the best-funded of the Sector Zero powers. Even the lowliest member of the Concord can expect a cushy apartment and access to fancy lounges no matter where they go.
The Concord has a loose but well-documented rank structure.
* While the Concord is merit-based, it was founded by two immortals and neither of them have yet vacated their posts. In the event that the First retired, her post would inevitably be taken on by Director Kuran, who would become the Second. In that regard, there is a sort of soft order of succession that would only end once both of these beings have either moved on or been rendered unable to continue. It is, therefore, presumed that the first leader of the Concord who was not one of the founding pair would be the Third.
