The officer who received it was fairly new to his department and so didn't realise it fell into their purview. Believing it something more appropriate for the Device Meisters, he passed it on to their department. The one who received it didn't really understand what was in it, so passed it on up to her superior. That superior was too busy to to fully read the report and so assumed it was simple Device maintenance and passed it back to one of her subordinates. The subordinate actually knew what he was doing, recognizing the experimental nature of the upgrade, and so correctly passed it back to the R&I department, to somewhere there that had actual hands-on experience working with the innards of Devices. That's how it ended up in Alicia's inbox.<br /><br />    Several minutes after Alicia finished reading the report, the door her slides open and Alicia walks in. She gives everyone inside a grin and a single wave, saying, "Hi! Someone called for a specialist?"<br> <br>
